02How to request a wholesale or bulk shisha tobacco quotation
This page is where a trade enquiry starts. If you are an importer, distributor, wholesaler, lounge group, manufacturer or private-label brand that wants to buy wholesale shisha tobacco, bulk shisha tobacco, hookah tobacco or shisha tobacco leaves, the form above is the quickest route to a written quotation from Global Shisha Tobacco, a Pakistan-based manufacturer and distributor that ships from Pakistan to buyers worldwide. The notes below explain exactly what to put in the form, what happens next, how we price and what to expect back, so that your first message gets a useful answer instead of a list of questions.
There is no online price list. The price of shisha tobacco depends on the specification, the packing, the quantity, the shipping term and the destination, and a number on a web page cannot be checked against a shipment, while a number in a written quotation can. That is why every enquiry starts with a form and ends with a written offer.
What the form asks for, and why
| Form field | Why we ask |
|---|---|
| Name, company, business email | To reply to a real business and keep a record |
| Destination country | Rules, labelling and documents depend on the market, so we check them first |
| Product required | Finished shisha or hookah tobacco, unflavoured base, cut leaf or leaf: each has different rules and packing |
| Estimated quantity | To price correctly and plan production and packing |
| Buyer type | Importer, distributor, wholesaler, lounge group or manufacturer: each needs something different |
| Packing, shipping term, specification | To quote on the basis you need, and to make offers comparable |
| Business confirmation and consent | Tobacco is for lawful commercial buyers only, and your data is used to answer the enquiry |
You can add detail in the specification box. The more you add, the more exact the first quotation.
03What happens after you send the form
- We read it and check the destination. We look at what your country requires for waterpipe tobacco: who may import, packaging and labelling, certificates. We may ask a question if something is missing, such as your licence.
- We confirm what can be offered. Against your specification, and with any differences noted.
- We send a written quotation. Product and specification, packing, quantity, price and currency, shipping term and port, lead time, payment terms, document list and validity.
- You review, compare and negotiate. We encourage you to compare us with other suppliers on the same specification and shipping term.
- You confirm in writing, and we agree documents and logistics.
- We produce, pack, check and ship from Pakistan against the confirmed terms.
The how we work page describes each step in detail.
04What makes a good enquiry
State who you are
Company, country and business type. If you import yourself, say so; if you use a broker, say so.
State your licence or registration
A responsible supplier asks before quoting, because tobacco import is licensed in most markets. If you are still applying, say that; we can discuss the steps, but we cannot ship until you are authorised to import.
Be specific about the product
Say whether you want flavoured shisha tobacco, hookah tobacco, unflavoured base, cut leaf or leaf. If flavoured, list flavours or say "to be agreed". If you do not know the specification, describe what the product must do and ask us to propose one.
Give targets, as ranges
Cut (fine, medium or coarse), moisture, nicotine and sugar. Ranges are honest because tobacco is a natural product. The specification sheet guide lists the fields.
Say what packing and labelling you need
Retail pack size, carton, pallet, drum or bag, and the labelling your market requires: language, health warnings, plain-packaging format, tax stamps. If you do not know them, check the country guide for your market or ask your authority.
Give quantity and timing
Quantity for the first order and per year, and when you need delivery. A small first order is fine; say so.
Choose a shipping term
FOB, CIF, CFR or EXW, with a named port. If you are unsure, ask for options; the Incoterm guide explains them.
Mention special requirements
Samples, independent inspection, private label, certificates, or anything unusual.
05Countries we receive enquiries from
Rules differ by market, so we publish sourced guides for the countries buyers ask about most. If your country is listed, read its guide before you send the form; it will tell you what to prepare.
- Gulf and Middle East: United Arab Emirates, Saudi Arabia, Qatar, Oman, Bahrain, Kuwait, Jordan, Iraq.
- Türkiye: Türkiye.
- Western and Central Europe: Germany, Belgium, Netherlands, France, United Kingdom, Ireland, Austria, Switzerland, Czechia, Poland.
- Southern and Northern Europe: Italy, Spain, Portugal, Sweden, Denmark, Romania.
If your country is not listed, send the form anyway and state your destination. We will tell you whether and how an enquiry can be handled. Some jurisdictions prohibit or restrict commercial import of tobacco and cannot be supplied.
06How we price a quotation
A quotation is built from a few components, which is also how you can read any supplier's offer.
The product
Leaf and grade, cut and processing, and the flavour system. Better leaf, finer processing and complex flavours cost more.
The packing
Printed retail packs with warnings cost more than plain bulk packaging. Pack size and labelling for your market affect cost.
The quantity
Larger quantities generally cost less per kilogram, but only if you can sell and store them. We can quote several quantities if you ask.
The shipping term
CIF includes freight and insurance; FOB does not. Compare quotations on the same term.
The destination
Port, route and the document requirements affect cost and lead time.
Payment terms
Advance payment, deposit and balance, documentary terms and letters of credit carry different costs and risks. See the guide to payment terms.
07What a good quotation from us contains
- The product and the specification, with ranges.
- Packing and net weight.
- Quantity and schedule.
- Price and currency.
- Shipping term and named port.
- Lead time, stated in days from confirmation.
- Payment terms.
- The documents we will prepare.
- Validity of the price.
- Assumptions and exclusions, such as duties and taxes at destination.
If any item is missing, ask. If you want to understand how to compare it with another supplier's quotation, read how to request a wholesale quotation.
08Wholesale versus bulk: which should you ask for?
Many buyers ask for both at once. The difference matters for the quotation.
| Wholesale | Bulk | |
|---|---|---|
| Typical buyer | Distributors, wholesalers, chains | Importers, manufacturers |
| Typical format | Retail packs in cartons | Pallets, drums, bags, containers |
| Focus of the quotation | Range, pack size, labelling, delivery schedule | Net weight per container, packing, loading plan |
| Where to read more | Wholesale shisha tobacco | Bulk shisha tobacco |
If you are not sure, say what you will do with the goods, and we will propose the right format.
09Products you can request
Shisha and hookah tobacco
Flavoured products and unflavoured tobacco base, in retail packs, cartons and bulk formats. See shisha tobacco and hookah tobacco.
Shisha tobacco leaves, cut leaf and base
Flue-cured Virginia leaf, cut leaf and unflavoured base for manufacturers and blenders. See Virginia tobacco for shisha. Some countries restrict leaf imports to licensed manufacturers, so state your licence.
Mixed enquiries
You can request several products in one enquiry. Say which is the priority, so that we can structure the quotation.
10Samples, inspection and trial orders
Samples
Ask when you enquire. Whether a sample can be supplied depends on the product and the destination's import rules, and the answer is confirmed in writing. A sample shows what we can make; the written specification protects repeat orders.
Inspection
You are welcome to arrange independent inspection before shipment. Tell us in advance so access and timing can be agreed. See quality and specifications.
Trial orders
A small first order is a sensible way to test a supplier. Minimum quantities depend on the product and the packing and are stated in the quotation. Say in your enquiry if you want to start small.
11Payment, currency and validity
Payment terms are agreed in the written quotation. Deposit and balance is common for wholesale and bulk orders; other methods can be discussed depending on the size of the order and the relationship. The quotation states the currency, the amounts and the triggers for payment, and how long the price is valid. Verify any bank details independently before you pay.
12Documents and shipping
Documents are agreed for each shipment against a checklist, typically a commercial invoice, packing list and transport document, plus any certificate your destination requires. We ship from Pakistan on FOB, CIF, CFR or EXW terms. See documentation, the export process and shipping and logistics.
13What we cannot do
Being clear about limits saves time.
- We do not sell to consumers.
- We do not supply buyers who cannot show the licence or authorisation their market requires.
- We do not ship to destinations where commercial import is prohibited.
- We do not publish a fixed online price.
- We do not make health claims. Tobacco harms health and nicotine is addictive.
If your enquiry falls into one of these groups, we will say so plainly and, where we can, point you to the right route.
14Frequently misunderstood points
"I need a price list first"
A price list cannot reflect your specification, packing, quantity, shipping term and destination. A written quotation can, and it usually takes less time to get than a list that would not apply to you anyway.
"Sending the form commits me to buy"
No. A quotation is an offer that you can accept, negotiate or decline.
"A small order is not worth asking about"
Ask. Minimum quantities depend on the product and packing, and we will tell you what is possible.
"The cheapest quotation is best"
Compare specification, packing, shipping term, lead time, documents and compliance as well as price. See shisha tobacco suppliers.
15Privacy and what we do with your enquiry
We use the information you send to answer your enquiry, and we do not use it for consumer marketing. See the privacy policy for how personal data submitted through this website is handled. Do not include card numbers or passwords in the form; we never need them.
16Before you press send: a short checklist
- [ ] I am acting for a business and am of legal age in my jurisdiction.
- [ ] I have stated my destination country.
- [ ] I have stated my licence or registration status.
- [ ] I have chosen the product and described the specification or asked for a proposal.
- [ ] I have given quantity and timing.
- [ ] I have named a preferred shipping term and port, or asked for options.
- [ ] I have said whether I want a sample or inspection.
When the form above is complete, send it, and expect a written reply from the sales team. If you want to prepare further, read where to buy shisha tobacco, the buyer guides and the resources toolkit.
17Example enquiries by market type
The examples below show how a complete enquiry reads for different markets. They are not real customers.
A Gulf importer
We are a registered importer in the UAE and want a first container of flavoured shisha tobacco in retail packs with Arabic and English warnings and space for the Digital Tax Stamp. Medium cut; six core flavours; moisture, nicotine and sugar ranges attached. CIF Jebel Ali. Deposit and balance. We would like to reconfirm the stamping arrangement before production.
Read the UAE guide before you write yours.
A European distributor
We are a licensed distributor in Germany supplying lounges. We need flavoured shisha tobacco in retail packs not exceeding the legal maximum, with German warnings and room for the tax stamp, medium cut, about eight flavours. First order of a defined number of cartons on pallets, CIF Hamburg, with an annual forecast.
See the Germany guide.
A Türkiye-based manufacturer
We are a licensed tobacco manufacturer in Türkiye and want cut Virginia leaf, specified for colour, cut and moisture, in bulk bags, FOB, with a supply plan across the year. We will arrange the Ministry conformity certificate and need to confirm what documents you can provide.
See the Türkiye guide for the import rules.
A first-time importer exploring a market
We are applying for an import licence in [country] and want to understand what a first order would look like. Please advise on minimum order, packaging requirements to prepare and the shipping options. We plan to start small and grow.
A first-time enquiry that is honest about its stage gets the most useful help.
18Questions we are often asked at the enquiry stage
Can you supply my country?
That depends on the destination's rules and your licence. We check before we quote and tell you early if we cannot.
What is your minimum order?
It depends on the product and the packing and is stated in the quotation. Tell us if you want to start small.
How long until I get a quotation?
It depends on how complete your enquiry is and whether the product is standard or custom. A complete enquiry is answered fastest.
Can I get a sample?
Ask in the form. Whether a sample can be supplied depends on the product and the destination's rules.
Do you accept letters of credit?
Payment terms are agreed in the quotation. Letters of credit need exact documents, so raise them in your enquiry.
Do you offer private label?
Ask. Whether own-brand packing is possible depends on the product, the quantity and the destination, and some markets require plain packs.
Can you deliver to my warehouse?
Delivery beyond the port depends on the shipping term and arrangements; say what you need and we will quote on that basis.
Can I visit or audit?
Ask in your enquiry. Visits and independent audits can be discussed for significant relationships.
19How to follow up
If you have not had a reply within the time you expected, check your spam folder, make sure the email address in the form is correct and send a short follow-up through the contact page with your company name and the date of your enquiry. Keep all messages about an order in one thread, with the quotation number once you have one.
20After the quotation: what to do next
- Check it against the checklist in how to request a wholesale quotation.
- Compare it with other suppliers on the same basis.
- Calculate landed cost with your broker. See import shisha tobacco.
- Ask questions about anything unclear.
- Confirm in writing if you accept, referring to the quotation number.
- Prepare documents and permits with your broker.
21A note on responsible supply
We supply commercial buyers only, we ask about licences and destinations before quoting and we make no health claims. Tobacco harms health and nicotine is addictive. See responsible trade and regulatory compliance.
22Terms used in a quotation, explained
A quotation uses trade shorthand. If any of these is new to you, this list will save a round of questions.
FOB, CFR, CIF and EXW
These are Incoterms, the standard terms that say who pays for what and where risk passes. FOB means the price covers delivery onto the ship at the port of loading. CFR adds the sea freight to your named port. CIF adds insurance as well. EXW means you collect from the supplier's premises. Compare quotations only on the same term. The full explanation is in the Incoterm guide.
Net and gross weight
Net weight is the tobacco alone. Gross weight includes packaging. Ask which one a price per kilogram refers to, and confirm the net weight per carton, pallet and container.
Lead time
The number of days from written confirmation, and any agreed deposit, to the goods being ready for shipment. It does not include sea transit. See shipping and logistics.
Validity
How long the price stands. Raw material, freight and exchange rates move, so a quotation is valid for a stated period only.
Specification
The written description of what you are buying: cut, moisture, nicotine, sugar, flavour and packing. See the specification sheet guide.
HS code
The customs classification number for the goods. Your broker will confirm the code that applies in your market and ask for it on the invoice. See documentation.
23Why a complete form saves you time
Every question a supplier has to ask adds a day or more to your timeline. A complete enquiry avoids that round trip, and it also protects you: when the quotation is based on your written specification, any later difference is easy to identify and resolve. If you keep a copy of what you sent, you can compare the quotation against it line by line.
