02Why a specification sheet matters

A specification sheet is the written description of the shisha tobacco you want to buy and the tolerances you will accept. It is the most important document in a wholesale or bulk order, because it turns a flavour name and a price into something that can be compared, checked and enforced. Without one, two suppliers can quote very different products at very different prices and both claim they are right. What a specification sheet is not

It is not a marketing brochure, a list of flavour names or a price list. It is a list of measurable and checkable properties with acceptable ranges, plus the commercial terms that apply. A supplier's brochure may describe a product; a specification sheet defines it.

03The fields of a specification sheet

1. Product type

State what you are buying: finished flavoured shisha tobacco, hookah tobacco, unflavoured tobacco base, cut leaf, strips or whole leaf. The type decides the packaging, the processing at your end, the tariff line and the licence you need.

2. Tobacco variety and blend

3. Origin

Where the leaf was grown and where the product was made. Origin affects price, duty and sometimes taste.

4. Grade (for leaf)

Colour, stalk position, length and finish, described in plain words as well as a grade code.

5. Cut and format

For shredded tobacco: fine, medium or coarse, with a tolerance. For leaf: whole, strips or cut. Cut controls how the tobacco packs and burns.

6. Moisture

A range covering the water and humectant content, for example "from X to Y percent". Moisture sets texture, burn and shelf life, and it is the parameter most sensitive to storage and shipping.

7. Nicotine

A range, determined mostly by the leaf blend. Some markets regulate how nicotine is declared, so avoid vague words such as "light" and "strong".

8. Sugar

A range covering natural and added sugars. Sugar sets sweetness, stickiness and behaviour under heat.

9. Flavour

For flavoured product: the flavour list or the name of each flavour, and any requirements on flavour strength or wording. Flavour rules vary by market.

10. Stem, dust and foreign matter limits

Maximum permitted proportion of stems and fine dust, and a statement that foreign matter is not acceptable.

11. Packing and net weight

Inner pack, retail pack size, carton, pallet, drum, bag or container, with net and gross weights.

12. Labelling

Language, health warnings, plain-packaging format, tax stamps or markings and any other legal marks the destination requires.

13. Quantity and schedule

Total quantity, order size and delivery schedule.

14. Shipping term and destination

FOB, CIF, CFR or EXW, with a named port or place.

15. Lead time

Days from confirmation to dispatch or delivery.

16. Documents

The documents the seller will prepare and any certificates required.

17. Price validity

How long the quoted price holds.

04How to set ranges

A natural product varies, so a specification should give acceptable ranges, not single values. Setting ranges is a balance between what you need and what a supplier can reliably deliver.

Be as wide as your process allows

A range that is too narrow makes the product costly or impossible to supply consistently. A range that is too wide lets variation through that affects your customers. Choose the range based on how the product behaves for you: how much moisture variation your packing line tolerates, how much difference in sweetness your customers notice.

Anchor ranges to measurement methods

A range means little unless both sides measure the same way. Agree how moisture is measured, on what sample and at what point (at packing, at loading or on arrival). Differences in method can produce different numbers for the same tobacco.

Allow for change in transit

Moisture can shift between the factory and your warehouse. If you measure on arrival, discuss whether the range accounts for transit, or whether you will measure at loading.

Keep a reference sample

An approved physical sample sits alongside the written ranges. If a dispute arises, the sample and the specification together are the evidence.

06Using the sheet at each stage of an order

At enquiry

Send your specification with the request. Even a partial sheet helps the supplier quote accurately and shows that you know what you want.

At quotation

Check that the quotation repeats the specification and states the same ranges. If it does not, ask for a corrected version.

At sample approval

Judge the sample against each field you can check. Record the result and keep the approved sample.

At production

Ask how the supplier checks the specification during production and whether you can see records.

At pre-shipment inspection

An inspector, or you, check the quantity, packing, marks and condition against the sheet and the packing list.

On arrival

Check the delivered goods against the sheet. Report any non-conformity promptly, in writing, with evidence.

For repeat orders

Quote the specification reference on each order, and manage any change by written agreement so that both sides know which version applies.

07Common specification mistakes

  • Writing a flavour name instead of a specification. The name does not define the product.
  • Using single numbers. A natural product needs ranges.
  • Leaving out the measurement method. Without it, ranges are ambiguous.
  • Forgetting the labelling. Packaging that does not meet the market's rules cannot be sold.
  • Not stating the shipping term. Without it, prices cannot be compared.
  • Changing the specification informally. Informal changes cause disputes.
  • Not keeping a reference sample. Memory is not evidence.

08Specifications and compliance

A specification can be the first line of defence for compliance. If your market limits retail pack size, requires plain packaging or demands particular warnings, put those requirements in the specification so that they are built into production and not fixed afterwards. The example below shows how a buyer might fill in a specification for a finished flavoured product. It is a model of the structure, not a real order, and the ranges are placeholders for you to replace.

Buyer: a licensed importer supplying lounges and shops in one country.

Product type: finished flavoured shisha tobacco, retail packs in master cartons.

Tobacco variety: flue-cured Virginia-dominant blend with a proportion of Burley.

Cut: medium, with a stated tolerance for stems and dust.

12Specifying leaf and base

A specification for leaf or unflavoured base differs from one for finished product. Emphasise:

  • Grade attributes, including colour, stalk position and length.
  • Form, such as whole leaf, strips, cut leaf or base.
  • Cut width and tolerance, for cut leaf and base.
  • Moisture, often the most critical field for a manufacturer, because it determines how much humectant and flavour you can add.
  • Sugar and nicotine ranges, which set the starting point for your blend.
  • Stem, dust and foreign matter limits.
  • Crop year and origin.
  • Packing, including liner and moisture barrier for bulk drums, bags and bales.

You do not need a laboratory to specify, but it helps to know how the main parameters are measured so that you can agree methods with your supplier.

15Managing specification changes

Products and markets change. When you need to change a specification:

  1. Write down the change and the reason.
  2. Ask the supplier to confirm that it can supply the new specification and whether price or lead time changes.
  3. Agree the start date and what happens to stock under the old specification.
  4. Approve a new reference sample if the change affects appearance, aroma or performance.
  5. Update your records so that every order refers to the correct version.

Do I need a specification if I buy a standard branded product?
