02Shisha tobacco in plain English
Shisha tobacco is a kind of tobacco made to be smoked in a waterpipe. It is damp, often sweet and flavoured, and cut into small pieces that sit in a bowl on top of the pipe. Instead of being lit like a cigarette, it is heated gently from above, usually by a piece of burning charcoal, so that it gives off smoke slowly. That smoke is pulled down a stem and bubbles through a bowl of water before it reaches the person smoking through a hose.
If you have ever seen a glass pipe with a long hose at a café, a lounge or a family gathering, you have seen shisha being smoked. This guide explains what is in the tobacco, how the device works, how shisha tobacco differs from other tobacco products, what the trade words mean and what buyers should know. It is written for newcomers and for business buyers who are new to the category. For the detailed product guide, see shisha tobacco. For buying, see where to buy shisha tobacco.
Tobacco harms health and nicotine is addictive. Health authorities, including the World Health Organization, advise that waterpipe smoking is not a safe alternative to cigarettes. This guide explains the product; it does not recommend smoking.
What the words mean
Shisha, hookah, narghile, argileh, goza and hubbly-bubbly are all names for the waterpipe. The tobacco used in it is called shisha tobacco, hookah tobacco or waterpipe tobacco. The word shisha comes from a Persian word for glass, and it is the usual term in the Middle East, North Africa and much of Europe. Hookah is the usual term in South Asia and in English-speaking countries. When the same product is shipped across borders, it can carry both names.
03How a waterpipe works
Understanding the device explains why the tobacco is made the way it is.
The parts
- Bowl: a small container, often clay or silicone, that holds the tobacco.
- Stem: the metal tube that connects the bowl to the base.
- Base: a vase, usually glass, that holds water.
- Hose: the flexible tube used to draw the smoke.
- Tray and charcoal: a tray catches ash, and a small piece of burning charcoal sits on or above the tobacco.
- Foil or heat management device: a perforated foil sheet or a metal accessory sits between the charcoal and the tobacco to spread and control the heat.
The smoking process
- The tobacco is placed in the bowl and covered with foil or a heat management device.
- A lit piece of charcoal is placed on top.
- As the user draws on the hose, air passes over the heated tobacco, and the vapour and smoke travel down the stem and through the water.
- The water cools the smoke and makes it smoother, though it does not make it safe.
Because the tobacco is heated rather than burned directly, it releases smoke slowly and a session can last for an hour or more. That is the reason shisha tobacco is moist and sticky: the glycerin and sweeteners help it release smoke steadily under moderate heat instead of burning up quickly.
04What shisha tobacco is made of
A typical flavoured shisha tobacco has four kinds of ingredient.
- Tobacco leaf. Usually flue-cured Virginia, sometimes blended with Burley or other types, cut finely.
- Humectant. Glycerin (and sometimes propylene glycol) keeps the tobacco moist and produces thick smoke.
- Sweetener. Molasses, honey or sugar syrup adds sweetness and binds the mix.
- Flavouring. Natural and artificial flavours, or fruit pulp, give the product its taste.
Traditional styles are simpler. In Iran, Iraq and the Gulf, pure tobacco leaf that has been washed and moistened, called tumbak or ajami, is smoked without added flavour. It is stronger and tastes of tobacco. The sweet, fruit-flavoured version that most people picture today became widespread from the 1990s.
Every quotation is written against your cut, moisture, nicotine, sugar and packing. No guesswork, no headline prices.

Shisha tobacco is tobacco. It is taxed, labelled and regulated as a tobacco product in most countries, and waterpipe smoking carries health risks.
06A short history
The waterpipe is centuries old, and its exact origin is disputed. Most accounts place its development in the Indian subcontinent and Persia in the sixteenth century, soon after tobacco reached Asia, with the design then spreading through the Ottoman world and the Arab countries. It became a social habit in coffee houses and homes across the Middle East and North Africa. In the late twentieth century, the sweet, flavoured, molasses-based tobacco appeared and, together with the lounge culture of cities, brought waterpipe smoking to Europe, North America and many other regions.
07Types of shisha tobacco
Flavoured molasses-based tobacco
The international mainstream: sweet, smooth and available in hundreds of flavours, from fruit and mint to dessert and drink flavours.
Unflavoured pure-leaf tobacco
Traditional, strong and tobacco-forward. Sold as tumbak or ajami in some markets.
Regional blends
Styles such as Indonesian jurak mix tobacco with molasses and fruit in local traditions.
Tobacco-free alternatives
Herbal and steam-stone products are sold for waterpipes. They are not tobacco, they are regulated differently and they are outside this guide.
08Flavours explained
Flavour names are marketing, but they fall into families: fruit, mint and cooling, citrus, dessert, floral and spice, and drinks. Within a family, products differ in sweetness, intensity and aroma. Because different brands use the same names for different tastes, the name tells you little about the product, and buyers who care about consistency specify the product, not the label.
09Nicotine, sugar and moisture in plain terms
Three measurements describe most of how a shisha tobacco behaves.
Nicotine
Nicotine is the addictive substance in tobacco. In shisha tobacco, the amount depends mainly on the leaf blend: Virginia-heavy blends are milder, Burley-heavy blends stronger. Waterpipe users take in nicotine and other toxicants, and long sessions can mean significant exposure.
Sugar
Sugar comes from the leaf itself and from added molasses, honey or syrup. It sets sweetness and stickiness. Too much sugar can scorch under high heat and taste harsh.
Moisture
Moisture is the water and humectant content. It sets how the tobacco packs and burns and how long it keeps. Too wet and it clogs; too dry and it burns fast and tastes harsh.
Rules, labelling and documents depend on your market, so we review the destination before we quote.

| Myth | Fact |
|---|---|
| "The water filters out the harmful parts." | Health authorities say the water does not make waterpipe smoking safe; the smoke still contains toxic substances, including carbon monoxide. |
| "Shisha is not really tobacco." | Most shisha is tobacco and is regulated and taxed as a tobacco product. |
| "Flavoured means it is just fruit." | Flavour comes from added flavourings; the product still contains tobacco and nicotine. |
| "A session is like one cigarette." | Sessions are long, and exposure over a session can be much more than from a single cigarette. |
| "All shisha tobacco is the same." | Products differ in leaf, cut, moisture, sugar, nicotine and flavour. |
| "Tobacco-free means safe." | Tobacco-free products still involve burning material and inhaling smoke. |
11Who uses shisha tobacco, and how it is sold
Shisha is smoked at home, in cafés and in lounges. It is a social activity, and in many cultures it is part of hospitality. It is sold in several ways:
- Retail packs in licensed shops, subject to age rules, pack-size rules, warnings and taxes.
- Lounge supply, where venues buy through licensed distributors or importers.
- Wholesale and bulk trade, where importers, distributors and manufacturers buy in quantity.
For the trade side see wholesale shisha tobacco and bulk shisha tobacco.
12Regulation in brief
Because shisha tobacco is tobacco, most countries regulate it. The areas that affect the product and the trade are:
- Age limits for buying and using.
- Health warnings on packs, often in the local language.
- Pack-size limits and plain-packaging rules in some countries.
- Tax and tax stamps, with waterpipe tobacco often a separate category.
- Flavour and additive rules, which differ between countries and product types.
- Indoor smoking laws that apply to lounges.
- Licensing for importers, wholesalers and sellers.
Waterpipe tobacco is classified under HS subheading 2403.11 for customs; see the HS code guide. Our country guides summarise the rules in specific markets from official sources, and the regulatory compliance page explains how they differ.
13Health: what newcomers should know
- Tobacco harms health, and nicotine is addictive.
- Waterpipe smoke contains carbon monoxide, heavy metals and other toxicants.
- A single session can involve many puffs and a long exposure.
- Sharing a mouthpiece can spread infection; venues use hygienic mouthpieces.
- Charcoal produces carbon monoxide, which is a risk in poorly ventilated rooms.
- Pregnant women, young people and people with heart or lung conditions face particular risks.
Anyone considering smoking should read independent health information from their national health authority. Global Shisha Tobacco supplies lawful commercial buyers only and makes no health claims.
14Storing shisha tobacco
Shisha tobacco is sensitive to air, heat and strong smells. Keep it sealed in its original packaging, in a cool, dry place away from sunlight and odours. Rotate stock so the oldest is used first. For detailed advice, see storing and handling shisha tobacco.
We supply importers, distributors, wholesalers and manufacturers. We do not sell to consumers.

17Shisha around the world: names and customs
The waterpipe appears under many names, and the customs around it differ. These notes are general and meant to help buyers recognise the vocabulary of different markets.
- Egypt and North Africa: often called sheesha or shisha, and associated with coffee houses where friends gather. Pure and molasses-based styles are both common.
- The Levant (Lebanon, Syria, Jordan, Palestine): commonly called argileh or narghile, and served in cafés and at family gatherings. Fruit and mint flavours are popular.
- The Gulf: shisha cafés and lounges are widespread, with strong demand for branded flavoured tobacco, alongside traditional styles.
- Türkiye: nargile is served in tea gardens and cafés, and is subject to specific national rules on products and venues.
- Iran and Iraq: the waterpipe is known as ghalyan or nargile, and traditional pure-leaf tobacco is widely used.
- South Asia: hookah (also huqqa) has a long history in the region with its own traditional tobacco styles, and is now also found in modern lounges.
- Europe and North America: lounge culture, student and diaspora communities and home use have spread flavoured shisha and hookah tobacco.
Understanding these customs helps a buyer name products correctly, choose styles that fit the market and communicate with local partners.
18How venues manage shisha responsibly
Lounges and cafés that serve shisha carry responsibilities, because tobacco use has health consequences. Good practice, which many authorities require or encourage, includes:
- Checking age and refusing service to those under the legal age.
- Using hygienic mouthpieces for each customer, disposable or properly cleaned.
- Cleaning pipes and hoses between uses.
- Ventilating the premises to reduce carbon monoxide, with detectors where recommended.
- Displaying health warnings where the law requires.
- Buying tobacco from licensed suppliers with compliant packaging and stamps.
- Training staff in safe handling of charcoal and in the venue's legal duties.
Suppliers who understand these duties help their customers stay compliant. Our responsible trade policy explains our approach.
19How shisha tobacco is sold and priced
From factory to customer
Shisha tobacco is made by a manufacturer, exported by the manufacturer or an exporter, imported by a licensed importer, sold to wholesalers and distributors, and then to shops and lounges. Each step adds cost, tax and margin, so the price on a shop shelf is far above the price at the factory.
Why shelf prices vary
Shelf prices differ by country because of taxes (often the largest part), packaging rules, brand positioning and the number of steps in the supply chain. A pack that is cheap in one country can be expensive in another purely because of tax.
What business buyers pay for
Business buyers pay for the specification, the packing, the quantity and the shipping term, and then add duty, excise and local costs. They compare landed cost. See import shisha tobacco for a worksheet.

Chat on WhatsApp →20Questions newcomers ask
Is shisha tobacco the same as cigarette tobacco?
No. It is moist, flavoured and heated indirectly, while cigarette tobacco is dry and burned directly. Both are tobacco and both are harmful.
Is shisha smoking less harmful than cigarettes?
Health authorities say waterpipe smoking is not a safe alternative to cigarettes. The smoke contains toxic substances, and sessions can be long.
Does the water make the smoke safe?
No. Water cools the smoke and makes it feel smoother, but it does not remove the harmful substances.
What is "tobacco-free shisha"?
Products made from herbal or other materials, not tobacco. They are smoked in the same device but are regulated differently and still involve inhaling smoke.
Why is shisha tobacco sticky?
Because of the glycerin and sweeteners. They keep it moist and help it release smoke slowly under moderate heat.
Why do prices differ so much between countries?
Because of taxes, packaging rules, brand position and supply-chain costs.
Can businesses buy shisha tobacco wholesale?
Yes, if they are licensed and their market allows commercial import and sale. See wholesale shisha tobacco and where to buy shisha tobacco.

22One-minute summary
Shisha tobacco is moist, usually flavoured tobacco smoked in a waterpipe, heated indirectly by charcoal so that it smokes slowly. It is made from cured leaf, a humectant such as glycerin, a sweetener such as molasses and flavouring. It is tobacco, it harms health, it is regulated and taxed in most countries and it is bought and sold by businesses under licences. If you are a business that needs to buy it, the practical starting points are a written specification, a licensed route to import and a supplier that quotes in writing. You can ask for a quotation when you are ready.
23Definition
Shisha tobacco is a moist, prepared tobacco product designed to be heated in the bowl of a waterpipe rather than burned like a cigarette. Preparations differ by market and by producer. A typical product combines cut tobacco leaf, a humectant that keeps the mixture moist, and optional sweeteners and flavourings. Shisha and hookah are two names for the same category; see buyer resources for how the words are used.
24Terms trade buyers meet
| Term | What it usually means |
|---|---|
| Cut leaf | Tobacco leaf cut to a stated width, sold for the buyer to process or blend. |
| Tobacco base | Unflavoured tobacco prepared for a producer to flavour or blend further. |
| Flavoured product | Finished or semi-finished product with flavourings, sold in retail or bulk packing. |
| Unflavoured product | Tobacco without added flavour, sold for blending or private production. |
| Humectant | A moisture-retaining ingredient, commonly glycerol, that keeps the mixture from drying out. |
Exact meanings vary by supplier, so a written specification should always define the terms used.
