09Shipping wholesale and bulk shisha tobacco to the UAE

12Currency, language and trade hubs for the UAE

Currency. The local currency in the UAE is the UAE dirham (AED). Quotations state the currency of the price. Many cross-border tobacco orders are priced in a major international currency, so discuss early which currency you want to pay in, how long the price is held and who bears exchange-rate movement. 19Who can order, and what you need first

Registered importers and manufacturers

The UAE system is built around registration. According to the sourced rules in this guide, importers and manufacturers register with the Federal Tax Authority's Digital Tax Stamp system before ordering stamps, and no unstamped waterpipe tobacco may be imported (since 1 March 2020) or held for sale, imported or produced (since 1 January 2021). That means the first thing a UAE buyer needs is registration, and the first thing we ask is your registration status.

Distributors and lounge groups

Distributors who do not import themselves buy from registered importers. Lounge groups that import directly must be registered in their own right. 20The Digital Tax Stamp and your order

The Digital Tax Stamp (DTS) is the single biggest planning point for a UAE order. The guide above sets out the rule: stamps are required on waterpipe tobacco, and unstamped product may not be imported. In practical terms that means the stamping arrangement must be agreed before production, not discovered at the port. The questions to settle are:

  1. Who obtains the stamps? The registered importer or manufacturer, through the FTA's system.
  2. How do the stamps reach the packing line? This must be arranged so that packs can be stamped as the rules require.
  3. Where on the pack does the stamp go, given that it must not conceal the warnings?
  4. How are stamp quantities reconciled with the number of packs, so that nothing is left unstamped or over-ordered?

21Warnings, language and standards

Packs for the UAE carry warnings in Arabic on the front panel and English on the back panel under the Emirates standard UAE.S/GSO 246:2011, and the tax stamp must not conceal them. Additives are governed by the Gulf technical regulation GSO 2390/2014, which lists permitted and prohibited additives. For a buyer this has two consequences. First, the artwork must be approved against the standard before production. Second, the flavour system must be checked against the additive rules, so tell us the flavour list early.

22Excise at 100%: what it means for your numbers

The guide records that tobacco products carry a 100% excise tax administered by the FTA. For an importer, this is a major part of landed cost, and it makes cash planning important: excise is a cost that you bear before you sell. Do not compare supplier prices without it. 23Ports and routes into the UAE

Containers for the UAE usually arrive at Jebel Ali in Dubai, Khalifa Port in Abu Dhabi or the ports at Sharjah. The right choice depends on where your warehouse and customers are. Name your preferred port in the enquiry, and say whether you want delivery to the port only or onward to your warehouse. For a first order, many buyers choose CIF or CFR to a named UAE port; buyers with their own forwarder often prefer FOB. Tobacco may be held under excise suspension only within the arrangements the UAE excise rules allow, such as designated zones. Whether a warehouse or free-zone arrangement suits you is a question for the FTA and your broker.

  2. Agree the stamping arrangement and note it in the specification.

28Excise tax and the Digital Tax Stamp

The FTA applies excise tax to tobacco products, and water pipe tobacco is also under the Digital Tax Stamp scheme. The FTA's page states that no water pipe tobacco without a stamp is permitted to be imported. It sets out the timetable: ordering of stamps opened on 1 November 2019, unstamped product could no longer be imported from 1 March 2020, and from 1 January 2021 it could not be held for sale, imported or produced. Importers and manufacturers each complete a registration form in the FTA's DTS system.

Public reporting on the scheme quotes the FTA as requiring manufacturers to place stamps on product before it is imported when it is produced abroad. For a foreign exporter this means the stamp is applied at origin or at the agreed point under the FTA's rules, so the stamp process must be agreed with the UAE importer before production, not after loading.

29Labelling and warnings

The UAE adopts GSO 246/2011 on labelling of tobacco product packages as UAE.S/GSO 246:2011. Warnings appear in Arabic on the front panel and English on the back panel, must not be damaged or hidden when the pack is opened, and tax stamps must not conceal them. The Tobacco Control Laws database also notes that the law restricts descriptors such as 'light' and 'gentle' and that plain packaging is not required in the UAE.

30Additives and product standards

Gulf technical regulation GSO 2390/2014 sets lists of permitted and prohibited additives in tobacco products. Ask the UAE importer to confirm the current requirement for your flavour range and any conformity or registration step with MoIAT, which took over the functions of ESMA in 2020, before you commit to a formulation.
