02Who we are and what we do
Global Shisha Tobacco is a Pakistan-based manufacturer and distributor of shisha tobacco, hookah tobacco and Virginia tobacco for shisha. We supply commercial buyers: importers, distributors, wholesalers, lounge groups, tobacco companies and other lawful trade customers. Goods ship from Pakistan to the buyer's port or warehouse, and every order starts with a written specification and a written quotation. We do not sell to consumers, we do not publish a fixed online price and we do not make health claims about tobacco.
This page explains how we work, what we offer, what we ask of buyers and how we think about quality, compliance and responsibility. It is deliberately about practice and not about slogans. We are a business-to-business supplier, and the best thing we can offer a prospective customer is a clear picture of how an order would go, so that you can decide whether we are the right supplier for your market. If you want the short version, read how we work; if you want to start, use the quote form.
What this page does not claim
You will not find claims on this page about factory size, annual tonnage, number of staff, years in business, awards or certifications. We do not publish figures that we cannot show documents for, and a business should be wary of any supplier that leads with superlatives. If you need specific information, such as company registration details, references or evidence of conformity to a standard, ask for it in your enquiry and we will tell you what can be provided for your order.
03What we supply
Shisha tobacco and hookah tobacco
Flavoured products and unflavoured tobacco base for waterpipes, in retail packs, cartons, pallets, drums and containers. The two names describe the same category; we use both because buyers in different markets search for different words. See shisha tobacco and hookah tobacco.
Virginia tobacco for shisha
Flue-cured Virginia leaf, cut leaf and unflavoured base for manufacturers, blenders and private-label brands. See Virginia tobacco for shisha.
Ranges and formats
Each product is quoted against a specification: tobacco type, cut, moisture, nicotine, sugar, packing and net weight. Formats run from retail packs to full containers. See products.
04Who we supply
- Importers who bring tobacco into a country and hold the licences.
- Distributors and wholesalers who supply shops, cafés and lounges.
- Lounge and retail chains that import for their outlets.
- Manufacturers and private-label brands that buy leaf, cut leaf or base.
We ask about your licence and destination before we quote, and we tell you early if we cannot supply your market. Some jurisdictions prohibit or restrict the commercial import of tobacco, and we do not supply where the buyer cannot show the authorisation required.
Every quotation is written against your cut, moisture, nicotine, sugar and packing. No guesswork, no headline prices.
Request a quotation →05How we work
The process has six steps, set out in detail on the how we work page.
- Destination. You tell us your country, so rules, labelling and documents are checked first.
- Specification. You tell us the product and specification: cut, moisture, nicotine and sugar.
- Quantity. You tell us the quantity and packing format.
- Quotation. You receive a written quotation with price, shipping term and lead time.
- Documents. We agree the documents and logistics for the shipment.
- Order. Order processing and dispatch against the confirmed quotation.
Why a written quotation
Because a written quotation is the only thing that two parties can compare, check and rely on across borders. It states the specification, packing, quantity, price, shipping term, lead time, payment terms and documents, and it is valid for a stated period. Verbal promises do not travel well.
Why we do not publish prices
Because price depends on specification, quantity, packing, shipping term and destination, and because a number on a web page cannot be checked against a shipment. A written quotation can.
06How we think about quality
Quality for us means a product that matches its written specification, packaging that meets the destination's rules and consistency from one order to the next. We state ranges for moisture, nicotine and sugar, because tobacco is a natural product and an honest supplier does not pretend otherwise. We welcome samples, independent inspection and trial orders, which are the practical ways for a buyer to verify what a supplier says. The parameters and the checks are set out on the quality and specifications page.
Specification first
We would rather spend time at the start agreeing what the product is than spend it later resolving a dispute. A buyer who sends a clear specification gets a clear quotation. A buyer who is not sure can ask us to propose one.
Consistency over novelty
A wholesale customer's reputation depends on the product not changing. We encourage buyers to keep their specification stable and to change it only in writing.
Honest about limits
If a specification cannot be met, if a market cannot be supplied or if a format is not available, we say so in writing.
07How we think about compliance
Tobacco is a regulated product, and compliance decides whether a shipment can be sold. We check the destination first, we build packaging requirements into the specification and we prepare export documents against a checklist. We also publish sourced guides for the markets buyers ask about most, such as the UAE, Türkiye, Belgium, Germany, Saudi Arabia and the United Kingdom, so that buyers can see the rules for themselves. Those guides are summaries and not legal advice, and the importer remains responsible for holding the licences and meeting the rules of the destination. See regulatory compliance.
08How we think about responsibility
Tobacco harms health, and nicotine is addictive. Health authorities advise that waterpipe smoking is not a safe alternative to cigarettes. We therefore:
- Supply commercial buyers only.
- Ask about licences before quoting.
- Decline enquiries from consumers and from destinations where commercial import is prohibited.
- Make no health claims.
- Expect retail packs to carry the warnings, age limits and tax markings the destination requires.
The commitments are set out on the responsible trade page.
09What we ask of buyers
A good supply relationship has obligations on both sides. We ask buyers to:
- Tell us the truth about their business, licence and destination.
- Give a clear specification, or ask us to help draft one.
- Hold the licences and registrations their market requires.
- Review the written quotation and confirm it in writing.
- Tell us promptly if something is wrong, with evidence.
- Pay on the agreed terms.
In return, buyers can expect written quotations, a destination check, documents that match the goods, honest answers and a fair process for complaints.
Rules, labelling and documents depend on your market, so we review the destination before we quote.
Browse market guides →10What you can expect from us in an enquiry
- A reply that asks for what is missing. If your enquiry lacks a licence, destination or specification, we ask.
- A destination check. We tell you early if your market's rules are an obstacle.
- A written quotation. With specification, packing, quantity, price, shipping term, lead time and documents.
- Honest timing. A lead time you can plan around.
- Clear documents. A document list agreed in advance.
11Our photographs and videos
The photographs and clips on this site come from our own files: leaf, bales, cut tobacco and packing. They show the type of product we handle and are not a statement about a particular shipment or a particular specification. See the gallery.
12Business identity
Our business details appear in the table in the section above where they are published. We add registered details as they are confirmed. If you need company registration, tax or banking details for your due diligence, ask in your enquiry and we will tell you what can be provided.
13Why buyers work with a Pakistan-based supplier
Buyers consider Pakistan-based suppliers for several reasons. Pakistan grows tobacco, including flue-cured Virginia, and has an established tobacco industry. Sea routes connect it with the Gulf, Europe, Africa and Asia. Whether any supplier, in any country, is right for you depends on the specification, the compliance of the goods with your market, the terms and the reliability of the supplier. We encourage buyers to compare. The page on shisha tobacco suppliers includes a checklist and a scoring model you can use on us and on others.
14Frequently asked questions about the company

See how we work →15Contact and next steps
To begin, send your destination, specification, quantity and packing through the quote form, or use the contact page for other questions. For the process in detail read how we work, and for the buying routes see where to buy shisha tobacco.
16What a first conversation looks like
New customers often wonder what happens after they send an enquiry. The outline below shows a typical first exchange, written as questions and answers, so you know what to prepare.
You: We are a licensed importer in a European country and want flavoured shisha tobacco in retail packs.
Sales team: Thank you. Which country and port? Which licence do you hold? What pack size and warnings does your market require? What quantity do you have in mind for a first order, and what do you expect per year?
You: [Country], [port]; we hold [licence]; the maximum pack is [size] with [language] warnings and a place for the tax stamp; first order about [quantity].
Sales team: Understood. Which cut and which moisture, nicotine and sugar targets do you want? Do you have a flavour list? Which shipping term do you prefer, and how would you like to pay?
You: Medium cut; moisture, nicotine and sugar in the ranges we send; six flavours; CIF; deposit and balance.
Sales team: We will confirm what can be offered against that specification and send a written quotation with price, shipping term, lead time, payment terms and the document list. If a sample can be supplied for your destination, we will tell you.
The exchange is short, because the enquiry was complete. Buyers who send incomplete enquiries get a longer one, which is fine; the aim is a quotation that fits.
17Working with us as a first-time importer
Importing tobacco for the first time is a project, and we are happy to explain what we ask for and what we have seen, though we cannot replace your authority or your adviser. A sensible sequence is:
- Talk to your authority about the licence and the rules for waterpipe tobacco.
- Appoint a customs broker with tobacco experience.
- Read the relevant country guide and the import guide.
- Write your specification with the packaging requirements in it.
- Ask for quotations from us and from at least one other supplier.
- Plan the cash for duty, excise and freight as well as the supplier's price.
- Place a trial order and review it against the specification.
If you are still applying for a licence, say so in your enquiry; we can discuss the steps, but we cannot ship until you are authorised to import.
18Distributors and territories
Distributors sometimes ask about exclusive territories or restrictions on whom we supply. Whether an exclusive arrangement is possible depends on the market, the volume, the product and the legal position in the territory, and it must be agreed in writing. In general, we encourage distributors to describe their coverage, their customers and their volume forecast in their enquiry, so that any arrangement is based on real figures.
19Communication standards
Good supply relationships rest on clear communication. In our dealings with buyers we aim to:
- Reply in writing to enquiries, with the information requested or an explanation of what is missing.
- Confirm important points by email so that there is a record.
- Tell buyers early of anything that could affect timing, specification or compliance.
- Keep quotation numbers and references consistent across messages and documents.
- Use plain language for terms, shipping and payment.
Buyers can help by naming one contact for each order, confirming decisions in writing and sharing relevant changes in their licence or rules.

Chat on WhatsApp →20Ethics, labour and sustainability questions
Buyers increasingly ask suppliers about labour practices, environmental impact and the origin of their raw materials. These are reasonable questions, and tobacco as an agricultural product raises its own issues. We do not make claims on this page about programmes or certifications that we cannot document. If these topics matter to your business or your customers, ask in your enquiry what information can be provided for your order, and consider including your expectations in the commercial agreement. The questions that tend to be useful are:
- Where was the leaf grown, and under what conditions?
- Does the supplier have written policies, and how are they checked?
- Can the supplier trace a lot from the farm to the shipment?
- What are the supplier's practices on packaging waste and disposal?
Honest answers, including "we cannot provide that", are more useful than confident ones that cannot be checked.

26Responsible trade
Tobacco is an age-restricted, regulated product. Our approach is described on the responsible trade and regulatory compliance pages.
27Where we ship from
Global Shisha Tobacco is a Pakistan-based manufacturer and distributor. Goods are dispatched from Pakistan to the buyer's destination port or warehouse, and the shipping term (FOB, CIF, CFR or EXW) is agreed in the written quotation. Because the rules for tobacco differ in every market, we check the destination before we price an order. Our country guides set out what applies in the markets buyers ask about most.
28What a quotation from us contains
- The product: shisha tobacco, hookah tobacco or Virginia tobacco for shisha, with the cut and format.
- The specification fields buyers use to compare offers: moisture, nicotine and sugar ranges, packing and net weight.
- The quantity, the packing format and the shipping term.
- Price and lead time, confirmed in writing before any order is placed.
- The documents we will prepare for the shipment.
The same fields appear on every quotation, which is what lets a buyer compare two suppliers like for like. See the specification sheet guide.
29What we do not do
- We do not sell to consumers or through consumer channels.
- We do not publish a fixed online price. Pricing follows specification and is given in a written quotation.
- We do not make health claims about tobacco. Tobacco harms health.
- We do not ship to destinations where commercial import is prohibited, or where the buyer cannot show the authorisation the market requires.

Business buyers can request shisha tobacco online through our quote form, but there is no online shop and no fixed online price: pricing follows specification and is given in a written quotation. We do not sell to consumers online.
Where can I find wholesale hookah tobacco suppliers?
Look for suppliers that quote hookah tobacco by range, pack size and destination labelling in writing. Global Shisha Tobacco does this from Pakistan for importers, distributors and wholesalers. See hookah tobacco and where to buy shisha tobacco.
Where can I find a wholesale shisha tobacco supplier?
Look for a supplier that gives a written specification, a written quotation, clear shipping terms and a document list before you order. Global Shisha Tobacco is a Pakistan-based supplier that works this way. See shisha tobacco supplier and where to buy shisha tobacco.
Where to buy shisha tobacco wholesale?
In short: Buy shisha tobacco wholesale from a manufacturer or distributor that quotes against a written specification. Global Shisha Tobacco supplies wholesale quantities from Pakistan to importers, distributors and wholesalers. See wholesale shisha tobacco and how ordering works, then request a quotation.
Where do I buy shisha tobacco for my shisha lounge or café?
In short: Lounges and cafés usually buy through a licensed importer or distributor in their country. If you import yourself or supply many venues, Global Shisha Tobacco quotes trade quantities of shisha tobacco. Tell us your licence status and destination in the quote form.

We supply importers, distributors and wholesalers; consumers should buy from a licensed local retailer.
Where can we buy cut shisha tobacco for blending?
In short: Cut leaf for blending is quoted by cut width (fine, medium or coarse), moisture and sugar. Send those targets with your destination and quantity through the quote form. The specification sheet guide lists the fields.

Where can I buy unflavoured shisha tobacco base?
Short answer: Unflavoured tobacco base and cut leaf for blending are part of our product range and are quoted against a written specification. Flavour wording and additive rules differ by market, so tell us your destination when you request a quote.
Wholesale and bulk
What is the difference between shisha tobacco and hookah tobacco?
In short: They are the same category of waterpipe tobacco. Shisha is the common term in much of the Middle East and Europe, hookah in other markets. Buyers specify both the same way: cut, moisture, nicotine, sugar and packing. See what is shisha tobacco.
Can I buy shisha tobacco under my own brand?
In short: Ask in your enquiry. Whether own-brand packing is possible depends on the product, the quantity and the destination, and some markets require plain packs. The answer is given in writing with the quotation.

How buying works
Do I need to be a registered business to buy wholesale shisha tobacco?
Short answer: You must act for a business and be of legal age in your jurisdiction, and you must hold any licence or registration your market requires for tobacco. We ask about your status before a quotation is prepared. See responsible trade.
How do I buy wholesale shisha tobacco step by step?
Six steps: tell us your destination, the product and specification, the quantity and packing, receive a written quotation, confirm documents and logistics, then place the order against the confirmed quotation. See how wholesale orders work.
Do you sell shisha tobacco to individuals?
No. Global Shisha Tobacco supplies commercial buyers only: importers, distributors, wholesalers, tobacco companies and other lawful trade buyers. Individuals should buy from a licensed retailer in their own country.
Can I get a sample of shisha tobacco before ordering?
Ask the sales team when you enquire. Whether and how a sample can be supplied depends on the product and the destination, and it is confirmed in writing. A specification you can check against is the safer basis for an order.
How can I request a quotation for wholesale shisha tobacco?
Use the quote form and include destination country, product, target specification, quantity, packing and preferred shipping term. The quotation guide shows what to include. The sales team replies in writing.
Documents and shipping
Do you ship shisha tobacco worldwide?
In short: Global Shisha Tobacco ships from Pakistan to importers, distributors and wholesalers worldwide, but only where commercial import is lawful and the buyer holds the required authorisation. Each destination is reviewed before a quotation. See the country guides.
What's the HS code for shisha tobacco?
In short: Waterpipe tobacco is classified under HS subheading 2403.11. National tariffs add further digits, so confirm the full line with your customs broker. See the HS code guide.
What documents come with a wholesale shipment of shisha tobacco?
Short answer: Commercial documents are agreed for each shipment against a checklist, typically a commercial invoice, packing list and transport document, plus any certificate your destination requires. See documentation and the export process.
Which shipping terms can I use to buy shisha tobacco: FOB, CIF, CFR or EXW?
Short answer: All four can be quoted. FOB and EXW leave main freight with you; CFR and CIF include sea freight, and CIF adds insurance. DDP is rarely practical for regulated tobacco. See choosing an Incoterm.
Rules and compliance
Is it legal to buy shisha tobacco wholesale?
Buying shisha tobacco for trade is lawful where your country permits commercial tobacco import and you hold the required licence or registration. Rules differ widely. Read the regulatory compliance page and your country guide. This is not legal advice.
Are there pack size or labelling rules for shisha tobacco?
Many markets set maximum retail pack sizes, plain-packaging rules, health warnings and tax stamps. They apply to packs sold to the public. Our country guides summarise them from official sources, for example Germany's 25 g limit; see the country directory.
Choosing a supplier
How can I choose a wholesale shisha tobacco supplier?
Ask for a written specification, a written quotation with shipping term and lead time, the document list, and proof that the supplier will sell to your market. Compare suppliers on the same specification. See quality and specifications and the specification sheet.
What are the warning signs of an unreliable shisha tobacco supplier?
Prices with no specification, no written quotation, pressure to pay before terms are agreed, no document list, or promises that ignore your destination's rules. A reliable supplier asks about your licence, destination and specification first.
