This section explains, step by step, how a business in Türkiye orders wholesale and bulk shisha tobacco from us, what to prepare before you ask and what to expect back.

1. Tell us you are importing into Türkiye. Give your company, your licence or registration and the port or city. The competent authority is Ministry of Agriculture and Forestry, Tobacco and Alcohol Department ( Tarım ve Orman Bakanlığı, Tütün ve Alkol Dairesi Başkanlığı ).
2. Define the specification. Product type, cut, moisture, nicotine and sugar ranges and the flavour list, with the packaging Türkiye requires built in (Packaging: Plain packs in Pantone 448 C, no embossing, windows or outer sleeves; waterpipe packs may be a prism, cylinder or pouch (labelling regulation, article 11)).
3. State quantity and port. For Türkiye, the main container ports are Mersin, Ambarli (Istanbul) or Izmir. Name the port you want and whether you need delivery beyond the port.
4. Receive a written quotation. Price, shipping term, lead time, payment terms and the document list, stated for Türkiye.

The price on a quotation is only the start. In Türkiye, tax and compliance can matter more than the product price, so calculate landed cost before you compare suppliers.

Currency. The local currency in Türkiye is the Turkish lira (TRY). Quotations state the currency of the price. Many cross-border tobacco orders are priced in a major international currency, so discuss early which currency you want to pay in, how long the price is held and who bears exchange-rate movement. Your bank's rules on foreign payments, and any currency controls in Türkiye, apply to your side of the transaction.

Language. Packs sold in Türkiye generally carry health warnings and required information in the official language or languages (Turkish); confirm the exact requirement and format with the authority, because it fixes the artwork before production. Commercial documents are normally prepared in English, and your broker may need translations for the customs declaration.

Where buyers are based. Importers, distributors and lounge groups in Türkiye are most often found in and around Istanbul, Ankara, Izmir and Mersin. If you serve more than one city, say so in your enquiry, because delivery points, storage and the inland leg affect the shipping term you choose.

A sensible first order for Türkiye is one you can sell, store and fund the duty for. Work backwards from the date you need the goods.

1. Confirm your licence and the packaging rules.
2. Write the specification and approve a sample if one can be supplied.
3. Receive and compare written quotations on the same shipping term.
4. Confirm the order in writing and pay as agreed.
5. Allow for production, pre-shipment checks and loading.
6. Allow for the sea voyage and customs clearance in Türkiye.
7. Receive, inspect and store; record lots and dates.

Article 6 of the Tobacco, Tobacco Products and Alcohol Market Regulation Law (No. 4733) limits tobacco imports to production needs. Leaf may be imported by tobacco-product manufacturers that meet the Law's plant requirements, or by processors that hold a Ministry permit and process the leaf only for re-export. A trading company with neither status is not a route for leaf.

For finished tobacco products the same article requires a conformity certificate from the Ministry for every import. It also sets out who may import foreign brands freely: manufacturers that produce at least fifteen tonnes a year of “other tobacco products” may import, price and sell under the same brand. Anyone who does not meet the production thresholds falls under import and pricing procedures that the President of the Republic determines.

In practice this means a Turkish buyer must already be an authorised manufacturer or processor, or must have confirmed with the Ministry which route applies to the product. We ask for that status before a quotation is prepared.

Waterpipe Tobacco Product Technical Regulation Communiqué No. 2023/13 (Official Gazette 28 September 2023, no. 32323) requires every waterpipe tobacco product placed on the Turkish market to comply with the current TS 13445 standard of the Turkish Standards Institute. Products made only for export do not need to meet TS 13445.

Varieties that did not comply could stay on the market only until 31 December 2023, their marketing certificates were treated as cancelled on that date, and stock could remain on shelves until 30 June 2024. Breaches lead to the sanctions in Law 4733 and Law 7223. A supplier must therefore show that the product meets TS 13445 before the Ministry will certify it.

Article 9(1) of the labelling regulation bans cigarettes and roll-your-own tobacco with a characterising flavour. It does not name waterpipe tobacco, and the regulation itself provides for a transparent inner wrap for flavoured waterpipe tobacco. The additive bans in article 9(2) do apply: vitamins or other additives that suggest a health benefit, caffeine, taurine and other energy-related stimulants, additives that colour emissions, and additives that are carcinogenic, mutagenic or toxic to reproduction in unburnt form.

Flavour recipes still have to pass the TS 13445 requirements and the Ministry's certification, so a flavoured product is not approved simply because the ban does not name it.

Since 2020, a manufacturer must make sure that at least 30% of the total tobacco it uses in each category, including waterpipe tobacco, is grown in Türkiye, counting both what it produces for the domestic market and what it imports. The President may raise the share to 45%. A manufacturer that plans to buy imported leaf or cut tobacco should check its own local-tobacco position first.
