18Tobacco tax on shisha tobacco in Sweden

Sweden taxes tobacco under the Tobacco Tax Act (2022:155). Skatteverket's rate page lists smoking tobacco and other tobacco at the same amount, SEK 2,525 per kilogram from 1 January 2026, calculated on the full weight of the product at the time the tax becomes chargeable. The rate was SEK 2,241 per kilogram in 2024. From 2025 the Act recalculates the amounts every year, and Government Ordinance 2025:885 sets the recalculated amounts for 2026, so check the rate in force on the date of import.

Neither the Act nor Skatteverket's rate page names waterpipe tobacco. Because smoking tobacco and other tobacco carry the same rate, the category chosen does not change the amount per kilogram. The tax is charged on the whole weight of the product, so compare quotations on a tax-paid basis.

For imported goods, tax liability arises when the customs debt arises in Sweden (chapter 9, section 14). The Act also provides for approved warehouse keepers (godkänd upplagshavare) and registered consignees (registrerad varumottagare) for goods that move under duty suspension. Agree early with your Swedish customer which status it holds and who declares the tax.

19Product, ingredient and label rules for waterpipe tobacco

The Public Health Agency publishes a separate page of product and labelling requirements for waterpipe tobacco (last updated 30 October 2025). It lists five groups of additives that waterpipe tobacco must not contain: vitamins or substances that suggest a health benefit, caffeine and taurine, additives that colour emissions, additives that ease inhalation or nicotine uptake, and substances that are carcinogenic, mutagenic or toxic to reproduction in unburned form.

Packs need health warnings in Swedish: a general warning, an information message and a combined health warning that includes cessation information. The same page says that labelling may not refer to taste, smell or additives. The agency's page does not describe a separate characterising-flavour ban for waterpipe tobacco, but flavour names on artwork should still be checked against the labelling rule before printing.

Manufacturers and importers of waterpipe tobacco must report the ingredients of each product to the agency and pay a fee, and each year they must complete an annual reporting obligation and pay a further fee. The importer of record in Sweden is therefore the party that carries these duties, so name it before production.

20Traceability marks and wholesale permits

Since 20 May 2024, unit packets of tobacco products for the Swedish market must carry a traceability marking and a tamper-proof security feature. The agency states that economic operators and their facilities need identification codes from the national ID issuer, currently All Soft Corp s.r.o., under an agreement valid until February 2029, and that unit packets without these markings may not be sold.

A wholesaler with a registered office in Sweden must hold a permit from its municipality and run a self-monitoring programme. The agency also states that packaging without the required health warnings, or without traceability marking and security features, may not be supplied to retailers. Check that your Swedish importer or wholesaler has these permits and identifiers before you agree a delivery date.
