18Excise on smoking tobacco

Dutch Customs publishes a tariff list for excise. In the edition dated 1 April 2026 the excise on smoking tobacco is a fixed amount per kilogram: 155.97 EUR from 1 April 2020, 160.91 EUR from 1 January 2021, 216.64 EUR from 1 April 2023 and 346.98 EUR from 1 April 2024, still 346.98 EUR on 1 January 2026. The Customs excise handbook states that the per-kilogram tariff for smoking tobacco also applies in some cases to very finely cut raw tobacco and waterpipe tobacco.

Because the amount is per kilogram rather than a share of the retail price, the tax is the same whatever the price of the pack. The handbook edition we could check is older than the tariff list, so ask your customs broker to confirm that a specific waterpipe product falls under this tariff.

19Selling in the Netherlands

The government's business portal lists specialist tobacco shops, petrol stations, coffeeshops and shisha lounges among the places where tobacco may be sold, and states that outlets must register with the NVWA. It also states that consumers in the EEA cannot be supplied by remote sale, and that tobacco can be sold only to people aged 18 and over. The portal announces an amendment to outlet registration duties from 1 July 2026, so a Dutch wholesale customer should confirm its registration status before you supply it.
