ADM's price-composition page sets out the excise for each category of manufactured tobacco. For 'other smoking tobacco', which it defines to include pipe tobacco, waterpipe tobacco, herbal or fruit products for smoking and molasses for hookah, the rate is 56.50% applied to the retail price alone. 19ADM authorisation and price registration

ADM circulars 28/2022, 4/2023 and 17/2023 regulate selling molasses for hookah and waterpipe tobacco for consumption on the premises. Such venues need a special licence (patentino speciale) under Ministerial Decree 38/2013, on top of the licence for serving food and drink, and must respect the smoking-ban law 3/2003.
